UN experts leave Syria as U.S. edges toward strike

BEIRUT (AP) ? The U.N. experts investigating last week's alleged chemical weapons strike outside Damascus left Syria early Saturday and crossed into neighboring Lebanon, departing hours after President Barack Obama said he is weighing "limited and narrow" action against a Syrian regime that the administration has bluntly accused of launching the deadly attack.

An Associated Press crew saw the U.N. personnel enter Lebanon from Syria through the Masnaa border crossing and then drive in a 13-car convoy to the Beirut airport. After four days of on-site inspections, the team wrapped up its investigation Friday into the suspected chemical weapons attack on rebel-held suburbs of Damascus on Aug. 21. The experts take with them blood and urine samples from victims as well as soil samples from the affected areas for examination in laboratories in Europe.

The inspectors' departure brings the looming confrontation between the U.S. and President Bashar Assad's regime one step closer to coming to a head.

Obama has said that if he opts for a military strike, any operation would be limited in scope and only aimed at punishing Assad for his alleged use of chemical weapons.

But any U.S. action carries the potential to trigger retaliation by the Syrian regime or its proxies against U.S. allies in the region, such as Jordan, Turkey and Israel. That would inject a dangerous new dynamic into a Syrian civil war that has already killed more than 100,000 people, forced nearly 2 million to flee the country and inflamed sectarian tensions across the Middle East.

While Obama has long been wary of U.S. military involvement in the conflict, the administration on Friday forcefully made its case for action against Syria in the wake of last week's events outside Damascus. It accused the Assad regime of carrying out what it says was a chemical attack on Aug. 21 that killed at least 1,429 people ? far more than previous estimates ? including more than 400 children.

With France as his only major public ally, Obama told reporters he has a strong preference for multilateral action.

"Frankly, part of the challenge we end up with here is a lot of people think something should be done but nobody wants to do it," he said.

The U.S. already has warships in place in the eastern Mediterranean Sea near Syria's coastal waters. The vessels are armed with cruise missiles, long a first-line weapon of choice for presidents because they can find a target hundreds of miles distant without need of air cover or troops on the ground.

The Syrian government said administration claims were "flagrant lies" akin to faulty Bush administration assertions before the Iraq invasion that Saddam Hussein had weapons of mass destruction. A Foreign Ministry statement read on state TV late Friday said that "under the pretext of protecting the Syrian people, they are making a case for an aggression that will kill hundreds of innocent Syrian civilians."

In Damascus, residents stocked up on food and other necessities in anticipation of strikes, with no evident sign of panic.

One man, 42-year-old Talal Dowayih, said: "I am not afraid from the Western threats to Syria; they created the chemical issue as a pretext for intervention, and they are trying to hit Syria for the sake of Israel."

Obama met with his national security aides at the White House and then with diplomats from Baltic countries, saying he has not yet made a final decision on punitive strikes.

But the administration did nothing to discourage the predictions that action was imminent. That impression was heightened both by sharply worded remarks from Secretary of State John Kerry and the release of an unclassified intelligence assessment that cited "high confidence" that the Syrian government carried out the attack.

In addition to the dead, the assessment reported that about 3,600 patients "displaying symptoms consistent with nerve agent exposure" were seen at Damascus-area hospitals after the attack.

In his remarks, Kerry added that "a senior regime official who knew about the attack confirmed that chemical weapons were used by the regime, reviewed the impact and actually was afraid they would be discovered."

The assessment did not explain its unexpectedly large count of 1,429 deaths, far in excess of an estimate from Doctors Without Borders. Not surprisingly ? given the nature of the disclosure ? it also did not say expressly how the United States knew what one Syrian official had allegedly said to another.

Mindful of public opinion, Kerry urged Americans to read the four-page assessment for themselves. He referred to Iraq ? when Bush administration assurances that weapons of mass destruction were present proved false, and a U.S. invasion led to a long, deadly war. Kerry said this time it will be different, and that "we will not repeat that moment."

Citing an imperative to act, the nation's top diplomat said "it is directly related to our credibility and whether countries still believe the United States when it says something. They are watching to see if Syria can get away with it because then maybe they, too, can put the world at greater risk."

While Obama was having trouble enlisting foreign support, French President Francois Hollande was an exception. The two men spoke by phone, then Hollande issued a statement saying they had "agreed that the international community cannot tolerate the use of chemical weapons, that it must hold the Syrian regime responsible and send a strong message to denounce the use of (such) arms."

Friday's events produced sharply differing responses from members of Congress, even within the same party.

Sens. John McCain of Arizona and Lindsey Graham of South Carolina, both Republicans, said Obama needed to go further than he seems planning, saying the goal should be "to shift the balance of power on the battlefield against Assad and his forces."

But a spokesman for Republican House Speaker John Boehner, Brendan Buck, said if the president believes in a military response to Syria, "it is his responsibility to explain to Congress and the American people the objectives, strategy, and legal basis for any potential action."

Obama has long been wary of U.S. military involvement in Syria's civil war, as he has been with tumultuous events elsewhere during the so-called Arab Spring. In the case of Syria, his reluctance stems in part from recognition that while Assad has ties to Iran and the Lebanese militant group Hezbollah, the rebels seeking to topple him have connections with al-Qaida-linked groups.

Still, Obama declared more than a year ago that the use of chemical weapons would amount to a "red line" that Assad should not cross. And Obama approved the shipment of small weapons and ammunition to the Syrian rebels after an earlier reported chemical weapons attack, although there is no sign the equipment has arrived.

Over 800 women and men from Ngwathe Municipality, Heilbron in Free State Province (South Africa) gathered on 25 August 2013 to launch the Orange Day campaign in the Free State Province. Among others, the Minister for Women, Children and People with Disabilities, Ms. Lulu Xingwana, Deputy Minister of Police, Honourable Maggie Sotyu and Dr Sadiq Syed, Officer-in-Charge of United Nations Women Multi Country Office, Premier of the Province, MCL, senior officials, representatives of the civil society and others attended the event.

Speaking at the event, Ms. Xingwana strongly condemned violence against women and girls in the Free State Province. ?South Africa belongs to all of us and violence against women and girls is not acceptable. We need government to institute tougher sentences for perpetrators of violence and there should be no parole for those who perpetrate violence against women and girls,? she emphasised.

DWCPD in South Africa remains committed to taking action on violence against women and girls. To make the Orange Day result based, during the Western Cape launch, the Department of Women, Children and People with Disabilities jointly with respective Departments and with UN Women undertook visits to survivors of violence, whose cases were reportedly not adequately addressed. The visits and interactions with the survivors, residents, government and civil society also helped understand the extent of violence against women and girls in Free State Province, its causes and the possible gaps that need to be addressed by justice and social services sectors.

Deputy Minister of Police, Maggie Sotyu in her remarks called on the population to come forward in reporting the cases of Violence Against Women and Girls and expressed her department?s readiness to take action including assistance to survivors through coordinated action and support from other departments.

Dr Sadiq Syed, Officer-in-Charge of UN Women in South Africa quoted the glaring statistics of violence against women and girls, which require concerted action.? He expressed appreciation to the Government for adapting the Secretary-General?s UNiTE Campaign and the Orange Day towards Ending Violence against Women and Girls. ?The campaign calls on everyone to wear something orange on the 25th of every month to highlight that violence against women and girls is a violation of human rights and call for its eradication without reservation, equivocation or delay?, Dr Sadiq emphasized.? He also highlighted the role of men in prevention and response and called upon Women and Men to work together for greater gender equality and prevention of violence against women and children.? This means that men's awareness needs to be raised concerning the causes and results of their attitudes and actions on the people in their lives for the benefit of all, he added.

In addition, legislators and senior officials of the province also delivered message and strongly advocated for promotion and protection of women?s rights. The launch is one of the nine Orange Day Campaign launches that the Department of Women, Children and People with Disabilities jointly with Provincial Government and with support of UN Women and other agencies will be hosting in the nine provinces of South Africa. So far, the campaign has been launched in the Gauteng, KwaZulu Natal, Limpopo, Western Cape, and Free State Provinces.

The overarching aim of Orange Day is to bring one of the most pervasive forms of human rights violations to the forefront of the public?s attention, highlighting the need to all to take action against a growing and horrific epidemic.

On the day, the Minister for Women, Children and People with Disabilities and yjr Deputy Minister of Police, accompanied by South African Police, Social Services, Health, National Human Rights Commission and other representatives undertook visits to the residences of survivors of rape and reviewed the prevention and response measures by various departments and issued appropriate directions including arrest of suspects and effective counseling and rehabilitation for survivors and family members.

The program was followed by questions and testimonies by survivors and family members. The Ministers present provided responses and took note of cases for follow-up. In her closing remarks, Xingwana encouraged the community to take action to end violence against women and girls and to ensure that every 25th of the month, they observe Orange Day and always stand up against abuse. She also called for life sentences for those who murder and abuse women and girls in South Africa.

The launch included the signing of a pledge for the federal government to enter into commitments with provincial governments to prevent and respond to abuse in their respective provinces.

LOS ANGELES (TheWrap.com) - Wolverine better brush off the tux.

Hugh Jackman will receive the Golden Icon Award at this year's Zurich Film Festival in recognition of his achievements on stage and screen. In addition to being feted, Jackman will present his latest film, the awards-hopeful "Prisoners" in the Gala Premieres section of the festival.

Directed by Denis Villeneuve and co-starring Jake Gyllenhaal and Viola Davis, the movie follows a father's desperate search for his 6-year old daughter after she goes missing.

The festival will take place in Switzerland from Sep. 26 to October 6 and Jackman will pick up his prize at a ceremony on Sep. 28.

"Hugh Jackman is in a class by himself as a multi-talented entertainer with a global following," Zurich Film Festival Director Karl Spoerri said in a statement. "There is nothing he can't do and he proves this time and time again with every project he's involved in. We're honored to recognize his brilliant career at the Zurich Film Festival."

Pro-Immigration Advocate: We'll Kick The GOP's Ass If They Block Reform

The executive director of the pro-immigration group America's Voice vowed Thursday that if House Republicans scuttle immigration reform, "we will be kicking their ass."

"House Republicans either get it done or get blamed for blocking it," Frank Sharry told reporters on a conference call with other immigration reform advocates. "Whatever the excuse, it's going to be clear -- they've either passed immigration reform or they've stopped it. All of these process excuses and procedural obstacles have been put in place to give Republicans an out. They don't have an out. They either pass it or get blamed for blocking it."

Sharry said Hispanics and pro-immigration voters will mobilize in the 2014 elections in favor of lawmakers who support reform and to exact a price against those who oppose it. He said he remains optimistic reform will pass and be signed into law this year.

"Now, we're not looking for a blame game. We're not looking to beat up the Republicans. We're looking for a Rose Garden signing ceremony," he said. "We would love to be patting Republicans on the back for finding a way forward, but if they don't, we will be kicking their ass."

However, a recent Bloomberg article revealed the tablets could be unveiled at a September 10 event, coinciding with the iPhone 5S release date. Will Apple consumers see the new iPads next month? Reports following the Bloomberg statement indicate it is highly unlikely.

Bloomberg concisely mentions Apple's September 10 media event in an article about a future Tokyo retail store. Reports subsequently cited September 10 as the iPad Mini 2 and iPad 5 release date due to a statement in the Bloomberg article regarding the new iPhone and iPad models, according to MacRumors:

"The Cupertino, California-based company plans to introduce new versions of its phone and tablet at a Sept. 10 event, a person familiar with the matter has said, and the company promised "several more game changers" in the product pipeline as it tries to fend off Samsung Electronics Co. and Chinese makers selling cheaper handsets."

In response to the aforementioned Bloomberg statement, Jim Dalrymple of The Loop negated the claims that Apple's new iPads would launch alongside the iPhone 5S. The blog entry posted Wednesday simply stated, "Nope. No iPads."?Jim Dalrymple has been following Apple and its product launches for nearly two decades.

Another clue that the iPad release date won't launch September 10 is that Bloomberg updated the statement following its initial announcement. MacRumors notes that the article removed the comment about the new tablets at the September media event, leaving only mention of the new iPhone.

If the iPad 5 and iPad Mini 2 release date isn't coinciding with the unveiling of the iPhone 5S, and possibly colorful budget iPhone 5C option, then when can Apple tablet consumers expect the latest gadgets? Numerous reports place the new iPad launch in October, ahead of the holiday season. Though the Bloomberg article briefly contradicted this, it seems the update as well as reactions surfacing online place the iPad release date back in the October realm.

Photo leaks online of the iPad Mini 2 and iPad 5 show expected images of the upcoming tablets. The iPad 5 is most buzzed about for taking cues from the iPad Mini, showcasing a slimmer, sleeker body and thinner bezels. The rumored Retina iPad Mini is another highly talked about spec for the latest tablet upgrade. A higher-resolution iPad Mini 2 would pose as serious competition to the impressive displays launching from rival electronic companies. OFFICIAL: Bradley Cooper is ROCKET RACCOON in Guardians of the Galaxy

Last week, we reported that Bradley Cooper was in negotiations to play Rocket Raccoon in Guardians of the Galaxy, and today it's official. Announced on Marvel.com, the rambunctious alien raccoon with a love of big guns will be voiced by Cooper, who joins a cast with Chris Pratt (Star-Lord), Zo? Saldana (Gamora), Dave Bautista (Drax), and the still-technically-unofficially announced voice of Vin Diesel as Rocket's tree-pal Groot.

The Oscar-nominated actor is making his voice-acting debut in the film, with a character previously voiced by Billy West, Greg Ellis, and Steve Blum in animation and video games. The character itself will be CGI animation, based on extensive studies of real Raccoon movement and behavior by director James Gunn, who posted pictures of himself with raccoons on social media, and talked there about wanting to make it as realistic as possible - you know, until he puts on clothes and starts shooting people with a machine gun.

In leaked footage from Comic-Con and D23 Expo, Rocket Raccoon was seen for a brief two seconds shooting while snarling wildly in test footage - the leak became a tumblr sensation with an animated GIF used to express everything from excitement to joy to anger.

France says ready to punish Syria despite British no vote

PARIS (Reuters) - France said on Friday it still backed action to punish Syrian President Bashar al-Assad's government for an apparent poison gas attack on civilians, despite a British parliamentary vote against it.

An aide to Russian President Vladimir Putin, a close Assad ally, seized on the British no vote as evidence that "people are beginning to understand" the dangers of military action.

U.S. Defense Secretary Chuck Hagel said his country would keep seeking an international coalition to act together on Syria, where hundreds of people were killed in last week's reported chemical attacks. Syria denies using chemical weapons.

"It is the goal of President (Barack) Obama and our government ... whatever decision is taken, that it be an international collaboration and effort," he said.

French President Francois Hollande told the daily Le Monde that he still supported taking "firm" punitive action over an attack he said had caused "irreparable" harm to the Syrian people, adding that he would work closely with France's allies.

Asked if France could take action without Britain, Hollande replied: "Yes. Each country is sovereign to participate or not in an operation. That is valid for Britain as it is for France."

The British parliamentary defeat on Thursday of a government motion on Syria has set back U.S.-led efforts to take military action against Damascus.

Russia fiercely opposes any such action, backing the assertions of Damascus that Syrian rebels were behind the chemical attacks. Putin's senior foreign policy adviser Yuri Ushakov said the British vote reflected majority opinion in Europe. "People are beginning to understand how dangerous such scenarios are," Ushakov told reporters.

Any military strike looks likely to be delayed at least until U.N. investigators report back after leaving Syria on Saturday.

Hollande is not constrained by the need for parliamentary approval of any move to intervene in Syria and could act, if he chose, before lawmakers debate the issue on Wednesday.

"All the options are on the table. France wants action that is in proportion and firm against the Damascus regime," he said.

"There are few countries that have the capacity to inflict a sanction by the appropriate means. France is one of them. We are ready. We will decide our position in close liaison with our allies," Hollande said.

"CORE INTERESTS"

Britain will not join any armed action in Syria after parliament voted 285-272 against a motion by Prime Minister David Cameron to authorise a military response in principle.

British Defence Secretary Philip Hammond acknowledged that the United States would be disappointed that its close ally would not be involved, but said: "I don't expect that the lack of British participation will stop any action.

U.S. officials suggested Obama would be willing to proceed with limited actions against Syria even without allied support.

"President Obama's decision-making will be guided by what is in the best interests of the United States," White House spokeswoman Caitlin Hayden said in a statement after the British vote. "He believes that there are core interests at stake for the United States and that countries who violate international norms regarding chemical weapons need to be held accountable."

In a briefing with senior lawmakers on Thursday, Obama administration officials said they had "no doubt" Assad's government had used chemical weapons, U.S. Representative Eliot Engel, who joined the call, told Reuters.

Cameron said he would not override the British parliament. "I strongly believe in the need for a tough response to the use of chemical weapons, but I also believe in respecting the will of this House of Commons," he said after a vote that reflected misgivings stemming from Britain's role in the 2003 Iraq war.

NO SMOKING GUN

U.S. officials acknowledged on Thursday they lacked proof that Assad personally ordered last week's poison gas attack, and some allies have warned that military action without U.N. Security Council authorisation may make matters worse.

On the call with lawmakers, U.S. officials, including Hagel and Secretary of State John Kerry, cited evidence of chemical weapons use including "intercepted communications from high-level Syrian officials", said Engel, the top Democrat on the House of Representatives Foreign Affairs Committee.

After the 90-minute briefing, some lawmakers said the administration still had work to do to convince the public.

"The president is going to have to make his case, I think, to the American people I think before he takes any action," said Republican Howard "Buck" McKeon of California, chairman of the House Armed Services Committee.

Expectations of imminent turmoil eased as the diplomatic process was seen playing out into next week, and the White House emphasised that any action would be "very discrete and limited", and in no way comparable with the Iraq war.

Syrian opposition sources said Assad's forces had removed several Scud missiles and dozens of launchers from a base north of Damascus, possibly to protect them from a Western attack, and Russia was reported to be moving ships into the region.

Syria says rebels perpetrated the gas attacks, a version dismissed by Washington and its allies.

U.N. chemical weapons inspectors visited a military hospital in a government-held area of Damascus on Friday to see soldiers affected by an apparent chemical attack, a Reuters witness said.

The inspectors have spent the week visiting rebel-controlled areas on the outskirts of Damascus affected by gas attacks.

Witnesses said the investigators were meeting soldiers at the Mezze Military Airport who state media said were exposed to poison gas after finding chemical agents in a tunnel used by rebels in the Damascus suburb of Jobar last Saturday.

CHINA OPPOSES HASTY U.N. ACTION

The United Nations says the team will leave Syria on Saturday and report to Secretary-General Ban Ki-moon.

France and Germany urged the world body to pass its report to the Security Council as soon as possible "so that it can fulfil its responsibility with regards to this monstrous crime".

The United States, Britain and France have said action could be taken with or without a Security Council resolution, which would probably be vetoed by Russia. But some countries are more cautious: Italy said it would not join any military operation without Council authorisation.

Western diplomats say they are seeking a vote in the 15-member Council to isolate Moscow and demonstrate that other countries are behind air strikes.

A report from Moscow that Russia is sending two warships to the eastern Mediterranean underscored the complications around even a limited military strike, although Russia has said it will not be drawn into military conflict.

Ambassadors of the five veto-wielding permanent Security Council members - the United States, Russia, China, Britain and France - have discussed a draft resolution that would authorise "all necessary force" in response to the alleged gas attack, but made no progress on Thursday, a council diplomat said.

China said there should be no rush to force council action against Syria until the U.N. inspectors complete their work.

"Before the investigation finds out what really happened, all parties should avoid prejudging the results, and certainly ought not to forcefully push for the Security Council to take action," Foreign Minister Wang Yi told Ban in a phone call, Xinhua reported.

"A political resolution is still the only way out," he said.

The International Committee of the Red Cross joined a chorus of voices urging caution, saying further escalation would force more Syrians to flee and worsen the plight of civilians.

According to the U.S. national security officials, evidence that forces loyal to Assad were responsible goes beyond the circumstantial to include electronic intercepts and some tentative scientific samples from the site.

"This was not a rogue operation," one U.S. official said.

In Damascus, residents and opposition forces say Assad's forces appeared to have evacuated most personnel from army and security command headquarters in the centre as a precaution.

People unable to decide whether to leave for neighbouring Lebanon said the border was already jammed.

Aziz Ansari writing book on modern courtship

LOS ANGELES (AP) ? A publisher says it's acquired actor-comedian Aziz Ansari's first book.

The Penguin Press said Thursday that the untitled book by the "Parks and Recreation" star will focus on how technology has changed the lives of singles.

In a statement, Ansari he hopes the book will offer an interesting perspective on modern courtship. Penguin Press said Ansari will interview experts and conduct original research on the subject.

Ansari's book is tentatively scheduled to be published in September 2015.
