URBANA - A tool commonly used by financial strategists to determine what shares to purchase to create a diversified stock portfolio was used to develop a diversified portfolio of another kind -- land to be set aside for conservation purposes given the uncertainty about climate change.
Instead of plugging into the formula the data for the history of a stock, University of Illinois environmental economist Amy Ando and agricultural economist Mindy Mallory used the historical climate data of the Prairie Pothole Region of the northern Great Plains to develop a new application of the financial tool called the Modern Portfolio Theory.
"It's a very well-known tool in finance," said agricultural economist Mindy Mallory. "There are many tools that are widely available to solve a portfolio problem. So it was really just a new marriage of the tool with a different kind of portfolio problem."
Mallory and Ando used the Modern Portfolio Theory to develop a diversified land portfolio for conservation in the Prairie Pothole Region. The region contains thousands of shallow wetlands created by glaciers and serves as breeding grounds for almost 200 species of migratory birds. The region is about 276,000 square miles and includes portions of Saskatchewan, Manitoba, and Alberta in Canada and Minnesota, Iowa, North and South Dakota, and Montana in the United States.
Ando said the U.S. Fish and Wildlife Service has already protected over 3 million acres in the region and seeks to quadruple that investment. The techniques incorporated in this study could help them make decisions based on the cost, risks, and benefits of the land.
Mallory explained that in the stock analogy, simple diversification would be like someone buying one of every kind of stock in the entire market. Ando seconded that simple land diversification, such as buying one acre in every county, would be just as farfetched a plan.
"For a long time, uncertainty due to climate change wasn't a problem so conservationists weren't even looking at diversifying," Ando said. "More recently, people have been thinking like that old phrase 'don't put all of your eggs in one basket' so simple diversification would be the first natural step to take and you wouldn't need a mathematical model. But buying some land in each area doesn't work very well."
The researchers modeled different future regional climate scenarios using historic conditions, warming of 2 and 4 degrees Celsius and a 10 percent increase in precipitation in the Prairie Pothole Region.
"What we found was that when we looked at benefits only, the area in the east was best," Mallory said. "But when we considered both benefits and costs, the less expensive land in the central area achieved the highest expected benefit."
Ando said there are major cost factors for buying the land or putting land under conservation easement. The eastern portion of the region includes Minnesota and Iowa, which are high land-cost states, became a big driver of their results.
"Setting aside land in that area for conservation is pretty expensive," Ando said. "In our study, we didn't include restoration of the land, which would result in additional costs."
Ando said their results showed that if climate change wasn't likely, "the current Fish and Wildlife holdings were pretty close to being on the efficient frontier. And while simple diversification schemes may be appealing, they did not perform well. Before we began the research, we didn't realize just how important it would be to think carefully about the diversification and not just divide the investment between the regions."
Mallory said that one of the biggest challenges of implementing this approach in planning is that to truly use this method it's important to know the probability distribution of the climate change outcomes.
"It's a really hard question, even for climate scientists who study the topic," Mallory said.
Another challenge is that the results are dependent upon policies as well as physical processes.
"There's uncertainty about whether countries will agree on climate change policy," Ando said. "If they do agree, you get one trajectory of carbon emissions with an associated set of probabilities of climate change. If they don't agree on policies, you get a different trajectory of carbon emissions with a different probability distribution over climate outcomes. So there's that uncertainty, on top of all of the physical uncertainties," she said.
Optimal portfolio design to reduce climate-related conservation uncertainty in the Prairie Pothole Region was published in the Proceedings of the National Academy of Sciences of the United States of America and funded by the University of Illinois.

Robin Gibb, one of three brothers who made up the Bee Gees and their now-iconic 1970s sound, has died. The singer succumbed to cancer at 62.
Gibb "passed away today following his long battle with cancer and intestinal surgery," said a statement, which was attributed to Robin's family.
He died in England at 10:47 a.m., according to his family.
Diagnosed with colon and liver cancer, Gibb had been in a coma as he battled pneumonia earlier this spring, representative Doug Wright said.
Doctors believe that Gibb had a secondary tumor, for which he had emergency surgery in 2010 for a blocked bowel and then had more surgery.
The only surviving member of the three Bee Gees is brother Barry, 65. Robin's twin brother, Maurice, died in 2003 from similar health problems.
The Rock and Roll Hall of Fame says on its website of Gibb's band:
"In the 1970s, the Bee Gees dominated dance floors and airwaves. With their matching white suits, soaring high harmonies and polished, radio-friendly records, they remain one of the essential touchstones to that ultra-commercial era."

If you listen to podcasts, Player.fm might interest you if you want an easy way to both listen to your favourite shows and discover new ones.
Player.fm is a podcasting service in the cloud. You use it in your web browser ? there are no apps to install, just an easy-to-use method to create a free account called a channel, add the RSS feed addresses of podcasts to your channel, save, and listen. You can also add iTunes feeds as well as import an OPML file you already have.
I?ve been podcasting for over seven years and listen to a lot of other podcasts. Typically, I subscribe to them and get the audio files usually from iTunes via an RSS reader. The old fashioned way! It?s cumbersome and often imperfect, though, and probably one reason why I don?t listen as much or as often as I?d like to.
What Player.fm offers is streaming audio on demand. It really is easy to set up and use as I discovered today. The screenshot above shows part of the channel I created that includes 14 business/communications podcasts that I listen to often:

As Player.fm developer Michael Mahemoff says in the FAQ:
Why play podcasts on a website? Podcasts were originally designed to be downloaded, and that?s still worthwhile. But most podcast apps these days, including iTunes, provide the ability to stream content on demand. The nice thing about this is you can try a podcast a few times before subscribing to it. Player FM takes this a step further by letting you listen to podcasts without even downloading and installing an app. Even less friction for people getting into podcasts. Some publishers already provide their own interfaces to play podcasts, but the experience is different on every site and it?s not possible to listen to all of your favorite podcasts in one place. Many don?t provide play links at all, just offering a ?Subscribe in iTunes? link. Player FM aims to make podcasts simple.
What if you want to listen on a device other than your desktop or laptop computer? Your mobile phone, for instance? (Does anyone still use an iPod or other dedicated MP3 player?)
That?s covered.
The screenshot here shows my channel on my Samsung Galaxy SII Android smartphone. I bet it looks similar on an iPhone, a Windows phone and most other smartphones.
I think this is an especially useful feature that offers, again, ease of use with on-demand audio streaming via wifi or other network you connect to including cellular. No apps to install, just use your mobile browser.
And that highlights one issue to think about ? connectivity.
If you have no network connection, then you have no podcasts to listen to.
Typically, I listen to podcasts either at my desk (so on a desktop computer with a wired internet connection) or in my car (usually streaming the content of the Pocket Casts app on my phone to my car radio using a Belkin Tunecast FM transmitter).
The latter use with Pocket Casts will let you stream over your cellular network connection or via wifi. But I prefer to have the podcast audio files on my mobile device, mostly for audio quality reasons (mobile networks tend to be iffy in terms of speed and stability especially when you?re moving), not to mention the relative high cost of streaming audio data on 3G if you don?t have an unlimited data plan.
Player.fm may well be developing an offline-listening choice, according to the FAQ:
[...] We don?t yet have offline support, and we know how much you want to play podcasts in the car, train, or gym, where you might not have internet access. Fixing this is definitely a priority for us.
In the meantime, if you want a frictionless listening experience from streaming on-demand audio with no fuss, and you have a network connection, Player.fm is a great option.

Panasonic plasma HDTVs have a well-deserved reputation for producing very dark black levels, and the TC-P55ST50 continues that trend. The 55-inch plasma panel not only delivers inky blacks, it's out of the box color accuracy is outstanding too. ?At $1,699.99 (list) it's not exactly a steal, but it's not quite as expensive as our reigning Editors' Choice plasma, last year's Samsung PN51D8000 ($2,299.99, 4 stars). The TC-P55ST50 is 3D ready, but it doesn't include glasses, which means you'll have to shell out upwards of $300 for active shutter 3D glasses for a family of four. You'll also pay more to run this set, since like many plasmas, it's not particularly energy efficient.
Editors' Note: This review is based on tests performed on the Panasonic TC-P55ST50, the 55-inch model in the same series. Besides the screen size difference, the $1,399.99?50-inch TC-P50ST50 is identical in features, and while we didn't perform lab tests on this specific model, we expect similar performance.
Design and Features With the TC-P55ST50 Panasonic moves away from the glossy black bezel design used on earlier models, including the?Panasonic P50GT30 ($1,199.99, 3.5 stars) we reviewed last year. This time around the panel is framed by dark gray bezels with a slice of clear trim around the outer edge. A silver brushed aluminum base complements the cabinet and gives the set a touch of elegance. The stand does a fine job of supporting the 61-pound cabinet, but it doesn't swivel.
Behind the right-hand bezel are power, channel, and volume controls and an input select button that doubles as a menu button when you press and hold it. The rear of the cabinet holds all of the I/O connections; three HDMI ports, two USB ports, and an SD card slot are vertically mounted and face left for easy access. Ethernet, TV/antenna, and digital audio out connections sit horizontally under a recessed space notched into the back panel. Here you'll also find a proprietary mini-component video input port for use with the included component dongle. It's odd that Panasonic only equips this model with three HDMI ports considering most HDTVs have four, and in the case of the Sharp Elite Pro-60X5FD ($5,999, 4 stars), five.
The 9-inch remote has 43 buttons and a four-way directional rocker with an Enter button. The main keys have red backlighting that makes them easy to identify in a dark room. The three main keys (Menu, Internet, and Viera Tools) are situated above the rocker assembly, while the number keys and player controls are at the bottom of the remote along with a Help key that launches a built-in user manual.
There's also a 3D button that lets you view 2D content in a simulated 3D mode. As I found with the Sharp Elite Pro-60X5FD, converted 3D picture quality isn't up to snuff compared with true made-for-3D image quality. You don't get the depth and clarity that true 3D offers, and there's a good deal of crosstalk. As with the P50GT30, the P55ST50 does not include active shutter 3D glasses, so be prepared to part with an additional $80 per pair.
Image settings include five preset picture modes (Standard, Cinema, Custom, Vivid, Game) and your basics: Brightness, Contrast, Color, Tint, Sharpness, and Color Temperature. Panasonic's Pro settings allow you to adjust color space and set high and low white balance for reds, greens, and blues. Other Pro settings include panel brightness and gamma adjustment.
The Audio setting menu offers Bass, Treble, Balance, and Surround settings, as well as a volume leveler to keep those pesky commercials from blasting you out of your seat. The TC-P55ST50's 8-Train speaker system, consisting of eight mini domes and a slim but powerful subwoofer, provides a solid wall of sound with a good amount of bass, but the surround effect sounds thin.
Panasonic's selection of Web apps is top notch; streaming movie channels include Vudu, Netflix, Hulu Plus, Amazon Instant video, and CinemaNow, and you get Facebook, Twitter, Skype, and YouTube. Internet Sports channels include MLB, MLS, NBA, NHL, and Fox Sports. The Viera Market Connect menu offers plenty of free services as well as pay-for apps like Uno, Apple Muncher, and Let's Golf 2. And, there's a built-in Web browser.
Performance I tested the TC-P55ST50 using images from the DisplayMate suite of HDTV diagnostic tests, SpectraCal's CalMAN software, and a CS-200 Chroma Meter. After a basic calibration the panel produced a nice dark black level reading of 0.02 cd/m2, but it could only manage a peak brightness of 85.45 cd/m2, which is tad darker than the P50GT30 (88.58 cd/m2) and quite dim compared with the Samsung PN51D8000 (244.92 cd/m2).
Out-of-the-box color accuracy was excellent. The panel practically hit the CIE (International Commission On Illumination) chromaticity coordinates for red, green, and blue on the nose, as shown in the CalMAN-generated diagram below. More importantly, the P55ST50 delivers an excellent picture; colors popped from the solid black background in the Seasonal Forests chapter of the BBC's?Planet Earth?Blu-ray, and shadow detail was outstanding in the darker Ocean Deep chapter. What's more, there was no evidence of the fringing effect that plagued the P50GT30. Off angle viewing was typical of a good plasma panel. There was no loss of luminance from an extreme side angle and colors remained bright and true.
3D performance was good, but not on a par with our Editors' Choice high-end LCD, the Sharp Elite Pro. I noticed some crosstalk while watching clips from IMAX?Under The Sea 3D, but the artifacts were minor and didn't detract from the overall experience. Panasonic's glasses are lighter than most active shutter glasses, but aren't as comfortable as today's passive glasses, like the six pairs that come with the Editors' Choice Vizio M3D550KD ($1,429.99, 4 stars).
Plasma HDTVs aren't known for energy efficiency, and the P55ST50 is no exception. With Power Saving mode disabled, the set used 305 watts during my testing; that number dropped to 245 watts with it enabled. The P50GT30 averaged 225 watts, while the Samsung PN51D8000 used 105 watts in Standard mode. If energy efficiency is a deal breaker, consider an LED-backlit LCD model like the LG 55LM6700 ($2,299.99, 4 stars), which only consumed 67 watts.
Conclusion The Panasonic P55ST50 is a tastefully designed 55-inch plasma HDTV that delivers very accurate colors, deep dark blacks, and wide off-angle viewing. Its $1,700 price tag is not unreasonable considering its performance, but you'll end up spending around $2000 if you need four pairs of 3D glasses. You don't get the brightness and superior image quality of the Samsung PN51D8000, but you do get a slightly bigger screen and a much smaller price tag.

While you may be headed toward self improvement, friends may not be up to the task. It could be that they don?t recognize that they can get something from self improvement. This should not prevent you from getting involved in self improvement exercises. Once they see the results at self improvement, they may decide to do the same.

Actually, it?s not just the mandate, but also the costs that will drive Franciscan University to bail out of the health-insurance business.? Before now, the Catholic institution required all students to carry health insurance; those who did not have them were required to buy insurance through the school.? That?s not entirely dissimilar to the ObamaCare mandate, although of course attendance at the school is entirely voluntary.
Franciscan University put the HHS contraception mandate as its first justification, however:
?The Obama Administration has mandated that all health insurance plans must cover ?women?s health services? including contraception, sterilization, and abortion-causing medications as part of the Patient Protection and Affordable Care Act (PPACA),? the university?says in a new post on its website. ?Up to this time, Franciscan University has specifically excluded these services and products from its student health insurance policy, and we will not participate in a plan that requires us to violate the consistent teachings of the Catholic Church on the sacredness of human life.?
?Additionally, the PPACA increased the mandated maximum coverage amount for student policies to $100,000 for the 2012-13 school year, which would effectively double your premium cost for the policy in fall 2012, with the expectation of further increases in the future,? FUS continues.
?Due to these changes in regulation by the federal government, beginning with the 2012-13 school year, the University 1) will no longer require that all full-time undergraduate students carry health insurance, 2) will no longer offer a student health insurance plan, and 3) will no longer bill those not covered under a parent/guardian plan or personal plan for student health insurance,? the college said.
A Franciscan University employee blasted the Obama administration and the HHS mandate in an essay at Catholic Vote:
In short: We. Will. Not. Comply. And our students are the first one who will feel the pinch.
Those who are left high and dry by the administration?s intrusion into our freedom to practice our faith are our students. Who knows how many will have insurance, how many will not, how many will have insurance of the quality we offered before, how many will be able to stay on their parents? insurance through the extended adolescence provision of Obamacare, etc.
But there you have it: thanks to the government?s firm desire to make sure the one or two women left in the country who did not have easy and cheap access to contraceptives, abortofacients [sic], and sterilization procedures, our 2,500 students will no longer have an insurance plan ready and waiting for them.
As LifeNews points out, Franciscan warned of this outcome in September, while the Obama administration contemplated how to structure the religious exemption to the contraception/sterilization mandate.? Dozens of Catholic colleges and universities insisted that they would not comply with a government mandate to provide products and services that violate religious doctrine.? As a result, in just this one case, hundreds if not thousands of students will have to get their coverage from the government, subsidized by taxpayers, unless they can get coverage from Mom & Dad.
The cost issue shows that the problem won?t end with the religious exemption.? Franciscan is a relatively small school, one that cannot self-insure and save costs through managing their own premiums.? Many small businesses will have the same problems meeting the new coverage mandates even apart from contraception and sterilization, making it easier to pay the penalties for not providing the insurance and throwing employees onto public subsidies instead.? That will cause an explosion in the overall cost of ObamaCare, and a much higher burden for taxpayers.
Franciscan?s refusal to comply with the HHS edict shows that this issue will not go away quietly for Obama among Catholics and members of other faiths less inclined to vote Democrat.? As more Catholic institutions opt out, the issue will get more and more acute for Obama as bishops press hard for freedom of religious conscience.
There's more to Android than high-end devices, as we take a look at Motorola's entry-level Motoluxe
On the European side of the Android world, Motorola hasn't really made the same impact as it has in the US. Moto brings good hardware to the table, yet we live in a Samsung and HTC dominated world. That said, Motorola has been pushing its latest entry-level offering, the Motoluxe, quite hard in the UK.
As the weeks since the device’s launch have passed, we've seen press release after press release detailing yet more European mobile markets receiving it. It even made release in Canada these past few weeks. Motorola is promoting this as a style focused device, starting with a swanky London launch party. Truth be told, though, we're more interested in the device beneath the style. We've spent some time getting to know the Motoluxe over the past couple of weeks, and in our honest opinion, it isn’t all that bad. The important thing to remember is the market that this device is aimed at, and for those people it’ll do just nicely.
