He has his UEFA A licence in coaching and is currently assistant manager of Hayes and Yeading United in the Blue Square Premier League.

Israeli police arrest 6 suspects in settler riot (AP)

JERUSALEM ? Israeli police say they have arrested six Jewish extremists wanted for their role in a riot at a military base earlier this month.

Police spokesman Micky Rosenfeld says police made the arrests overnight in several West Bank settlements and in Jerusalem. He said on Thursday those arrested are five adults and a minor.

Several dozen settlers and supporters entered the West Bank base on Dec. 13, attacked soldiers and vandalized military property. The riot appeared to be linked to rumors that the military was about to evacuate an unauthorized settlement outpost.

The attack was condemned by Israel's Prime Minister Benjamin Netanyahu, who said he had ordered police to take action against extremists among Israeli settlers in the West Bank.

Puerto Rico approves political status referendum

Puerto Rico's governor approved a two-part referendum on Wednesday to help decide the island's political status, but supporters of remaining a U.S. commonwealth criticized the decision to hold both votes on the same day as unfair.

The first part of the referendum will ask voters if they want a change in status or prefer to remain a U.S. commonwealth. The second part will ask that voters choose from three options: statehood, independence or sovereign free association.

The original proposal was to hold the first part of the referendum in August 2012 and then, only if the majority sought a change in status, hold the second part during the November 2012 general elections.

But under the new proposal, the both parts will be held on Nov. 6, said Gov. Luis Fortuno, who leads the pro-statehood New Progressive Party.

Regardless of what voters decide, any change requires approval by the U.S. Congress and president.

Sen. Eduardo Bhatia said holding both parts of the referendum on the same day makes no sense because it assumes that the pro-status quo option doesn't win and the second round will be necessary.

"This law is proof that the leadership of the pro-statehood movement turns to trickery, deceit and the technique of confusion as political weapons," said Bhatia of the Popular Democratic Party, which supports the current commonwealth status. "What opportunity do voters have to seriously reflect between one vote and the other? None."

The questions will be on the same ballot, and critics fear that being forced to choose from the three options could influence how people vote in the first part.

Kenneth McClintock, secretary of state for Puerto Rico, denied accusations that pro-status quo supporters would be ignored, saying that people were free to leave the second part of the ballot blank. He said Bhatia's party had previously agreed to holding the referendum in one day.

McClintock said the U.S. Congress would interpret the results if the majority chose something other than maintaining the status quo.

Fortuno also discarded criticism of the referendum.

"All processes aimed at resolving Puerto Rico's political future assumes that the current situation no longer has majority support," he said.

Fortuno spokeswoman Ana del Valle said his administration chose to hold the two-part referendum on the same day to get a sense of what people prefer for the island's political future.

The referendum received praise from Luis Delgado, leader of a group that is pushing for Puerto Rico to have a sovereign free association with the U.S. But Delgado urged Fortuno to demand that the U.S. outline terms and conditions for each of the choices before the referendum is held.

Puerto Rico has long debated its political status, with no majority for any particular status emerging in referendums held in 1967, 1993 and 1998.

Rafael Cox Alomar, a PDP member who is seeking the island's nonvoting Congressional seat, dismissed the referendum as expensive and unnecessary.

"This referendum does not work and does not involve nor compromise in any way the U.S. Congress," he said. "In a moment of economic crisis... the cost of this referendum is an insult to the people who reject it."

Alejandro Garcia Padilla, who is running against Fortuno, said the Popular Democratic Party would soon issue its official stance on the referendum.

Critics also noted that if Fortuno's party loses the election, millions of dollars spent on the referendum will have gone to waste.

(AP) ? In the interview, Steve Wozniak and the late Steve Jobs recall a seminal moment in Silicon Valley history ? how they named their upstart computer company some 35 years ago.

"I remember driving down Highway 85," Wozniak says. "We're on the freeway, and Steve mentions, 'I've got a name: Apple Computer.' We kept thinking of other alternatives to that name, and we couldn't think of anything better."

Adds Jobs: "And also remember that I worked at Atari, and it got us ahead of Atari in the phonebook."

The interview, recorded for an in-house video for company employees in the mid-1980s, was among a storehouse of materials Apple had been collecting for a company museum. But in 1997, soon after Jobs returned to the company, Apple officials contacted Stanford University and offered to donate the collection to the school's Silicon Valley Archives.

Within a few days, Stanford curators were at Apple headquarters in nearby Cupertino, packing two moving trucks full of documents, books, software, videotapes and marketing materials that now make up the core of Stanford's Apple Collection.

The collection, the largest assembly of Apple historical materials, can help historians, entrepreneurs and policymakers understand how a startup launched in a Silicon Valley garage became a global technology giant.

"Through this one collection you can trace out the evolution of the personal computer," said Stanford historian Leslie Berlin. "These sorts of documents are as close as you get to the unmediated story of what really happened."

The collection is stored in hundreds of boxes taking up more than 600 feet of shelf space at the Stanford's off-campus storage facility. The Associated Press visited the climate-controlled warehouse on the outskirts of the San Francisco Bay area, but agreed not to disclose its location.

Interest in Apple and its founder has grown dramatically since Jobs died in October at age 56, just weeks after he stepped down as CEO and handed the reins to Tim Cook. Jobs' death sparked an international outpouring and marked the end of an era for Apple and Silicon Valley.

"Apple as a company is in a very, very select group," said Stanford curator Henry Lowood. "It survived through multiple generations of technology. To the credit of Steve Jobs, it meant reinventing the company at several points."

Apple scrapped its own plans for a corporate museum after Jobs returned as CEO and began restructuring the financially struggling firm, Lowood said.

Job's return, more than a decade after he was forced out of the company he co-founded, marked the beginning of one of the great comebacks in business history. It led to a long string of blockbuster products ? including the iPod, iPhone and iPad ? that have made Apple one of the world's most profitable brands.

After Stanford received the Apple donation, former company executives, early employees, business partners and Mac enthusiasts have come forward and added their own items to the archives.

The collection includes early photos of young Jobs and Wozniak, blueprints for the first Apple computer, user manuals, magazine ads, TV commercials, company t-shirts and drafts of Jobs' speeches.

In one company video, Wozniak talks about how he had always wanted his own computer, but couldn't get his hands on one at a time when few computers were found outside corporations or government agencies.

"All of a sudden I realized, 'Hey microprocessors all of a sudden are affordable. I can actually build my own,'" Wozniak says. "And Steve went a little further. He saw it as a product you could actually deliver, sell and someone else could use."

The pair also talk about the company's first product, the Apple I computer, which went on sale in July 1976 for $666.66.

"Remember an Apple I was not particularly useable for too much, but it was so incredible to have your own computer," Jobs says. "It was kind of an embarkation point from the way computers had been going in these big steel boxes with switches and lights."

Among the other items in the Apple Collection:

? Thousands of photos by photographer Douglas Menuez, who documented Jobs' years at NeXT Computer, which he founded in 1985 after he was pushed out of Apple.

? A company video spoofing the 1984 movie "Ghost Busters," with Jobs and other executives playing "Blue Busters," a reference to rival IBM.

? Handwritten financial records showing early sales of Apple II, one of the first mass-market computers.

? An April 1976 agreement for a $5,000 loan to Apple Computer and its three co-founders: Jobs, Wozniak and Ronald Wayne, who pulled out of the company less than two weeks after its founding.

? A 1976 letter written by a printer who had just met Jobs and Wozniak and warns his colleagues about the young entrepreneurs: "This joker (Jobs) is going to be calling you ... They are two guys, they build kits, operate out of a garage."

The archive shows the Apple founders were far ahead of their time, Lowood said.

"What they were doing was spectacularly new," he said. "The idea of building computers out of your garage and marketing them and thereby creating a successful business ? it just didn't compute for a lot of people."

Suspected kidnappers killed in China's restive west (Reuters)

BEIJING (Reuters) ? Police in China's restive far-western Xinjiang region killed seven "kidnappers in a hostage rescue", official media reported on Thursday, calling the suspects members of a "terror gang".

The kidnappers took two people hostage late on Wednesday in Pishan County in the southern part of Xinjiang, said the region's official news website (www.tianshannet.com).

When police responded "the assailants resisted arrest and launched assaults, killing one police officer and injuring another", said the report.

Seven of the suspects were shot dead and four were wounded and caught, said the report. The two abductees were freed.

The reports did not say explicitly whether the alleged kidnapping was related to ethnic tensions in the region, where many members of the largely Muslim Uighur minority resent the presence of Han Chinese and the controls of the central government.

"Pishan, an oasis county near the Taklamakan Desert, is located in the ethnic Uighur-dominated area of Xinjiang that is no stranger to violence," Xinhua news agency said in a report.

Calls to the Xinjiang government by Reuters were not answered.

In July 2009, Uighurs rioted against Han Chinese residents in Urumqi, the regional capital of Xinjiang, killing at least 197 people, mostly Han, according to official estimates.

Xinjiang sits astride south and central Asia, and China sees it as a bulwark in this volatile part of the world, making it all the more jumpy about unrest.

In September, courts in Xinjiang sentenced four people to death for violence in two cities over the summer that left 32 people dead.

The government blamed the incidents in Kashgar and Hotan -- both in the majority Uighur southern part of Xinjiang -- on religious extremists and separatists who want to establish an independent state called East Turkestan for their people who speak a Turkic language.

Rebuilding after Texas wildfires iffy

More than three months after record-setting wildfires roared through this otherwise charming corner of central Texas, many of the hardest-hit areas stand largely abandoned by homeowners who have moved elsewhere. Others left homeless are starting to rebuild bigger and better houses - or vow to do so soon - even as the memories of the raging blazes remain fresh.

"I get to kind of build my dream house, I just haven't been in the spirit yet," said Denise Rodgers, a hospice chaplain. She was among an estimated 5,000 people displaced by the flames that killed two people, destroyed 1,673 homes and charred 33,000 acres - an area more than twice the size of Manhattan - in and around Bastrop, about 30 miles southeast of Austin.

Some parts of town are in the midst of a rebuilding boom, with streets crammed with trucks hauling in lumber or earthmoving equipment and carting away debris. Even ABC's "Extreme Makeover: Home Edition" show got in on the action, taking a week to build a 2,500-square-foot home for a volunteer firefighter and her family who lost their bungalow.

But other areas have made little recovery. No one knows for sure how many residents have moved away already or still could.

"Certainly there are going to be a lot of people leaving," Bastrop Mayor Terry Orr said. "But we ... want to encourage people to rebuild."

The city of Bastrop and surrounding county of the same name are home to 80,000 people, Orr said, meaning about 7 percent of residents lost homes.

In the days after the wildfires, some displaced families snapped up vacant homes for sale in the area. Others have moved in with friends or relatives, or rented homes while they decide what to do permanently.

Rodgers is living in a vacant home lent by a friend with only some rented basic furniture: "I have stuff only for one drawer." She said her New Year's resolution is getting her new home built - she may put a pool and garden where her original house stood and build on an adjacent lot.

"In the beginning, I was so horrified, I couldn't think of living there," Rodgers said of her home, which was reduced to ash and clumps of melted belongings. "But you get used to seeing certain things and you change ideas."

Returning after the fire, she remembers, "I sat in the driveway and wailed. There was nothing that I could see and recognize."

A Buddha statue, a cross, an angel Christmas ornament missing only a broken wing and a Hindu goddess statue survived the flames.

"Is it uncanny that an eclectic, non-denominational hospice chaplain would find only spiritual icons in the debris? I think not," Rodgers said. "These were all divine signs that all would be OK."

Starting over

Some have already begun building improved homes, fitted with energy-efficient technology and other upgrades.

Marvin Beck and his wife, Anne, spent two years beginning in 1992 building their home largely by hand. The fire destroyed it, so the 79-year-old architect drew up new plans and bought a new plot 12 miles from the old one.

Construction will begin in January - although this time the couple is letting professional builders handle it.

"We had hoped the last house would be our last house," Beck said with a wry chuckle. "Hopefully this one will be."

The Becks said they had far too many friends in Bastrop to think of leaving. But they also conceded that going back to the same spot where their home once stood was too painful.

"We couldn't digest that," Beck said.

Insured losses from the fire should reach $325 million, according to the Insurance Council of Texas, making it the costliest blaze in state history. About 3,080 residents have applied for Federal Emergency Management Agency assistance, said spokesman Ray Perez, and the agency has paid out close to $9.4 million in housing and other relief funds. FEMA provided trailers to 52 displaced families across Bastrop County.

Cyndi and Eric Poe lost everything and wanted to stay, but were undecided about rebuilding on their same lot - until the builder who constructed their original home told them he could do it again in record time. The couple moved into a new home the week before Thanksgiving, barely 10 weeks after the fire.

"It didn't seem possible," Cyndi said. "That's how lucky we've been."

Except for charred trees in the yard, it's now hard to tell the fire even hit the Poe's house. Their new house is virtually identical to the old one, except the Poes asked for a larger garage and said they could do without a bathtub in the master bathroom.

And, of course, their possessions are gone. Cyndi said that on Thanksgiving, she instinctively opened a cabinet expecting to see a family heirloom.

"I reached up to get the turkey platter we've used all of my life and it wasn't there, and I had a little moment where I was sad," she said.

The Poes live in Tahitian Village, a sprawling subdivision where the fires claimed 282 homes. Some 240 owners whose homes were destroyed have sought refunds for their water deposits - meaning they won't rebuild.

Still, many leaving the subdivision could move elsewhere in and around Bastrop. Among them is Victor Gonzalez, a 59-year-old attorney who has yet to clear all the rubble of his Tahitian Village home because there's still hope that sifting could turn up spared valuables.

The fire leveled dozens of pines and melted a BMW in the driveway. Only the swimming pool survived.

"We had a very secluded portion of heaven," Gonzalez said. "Now we've got a moonscape."

Neighbors on either side of him lost their homes and won't rebuild. Gonzalez is mulling a move to another part of the subdivision.

"Tahitian will be back," he said. "It's just not going to look the same."

DES MOINES, Iowa (AP) ? Republicans in search of their party's presidential nomination are returning to campaign mode after a brief Christmas respite, with Rick Santorum planning a hunting trip with conservatives in Iowa and Mitt Romney phoning supporters.

With just a week until Iowa holds its leadoff caucuses and many caucus-goers undecided, the final push ahead of the Jan. 3 contests was heading into a critical time. Campaigns planned new television ads and phone calls to persuade holdouts still weighing their options.

Romney, who kept this state at arm's length for most of the year, seemed to increase his efforts in Iowa as polls found him in a stronger position. He planned to talk with supporters in a series of telephone calls here and to New Hampshire and Florida on Monday between working on a speech that aides described as his final pitch to Iowans. Romney planned to deliver that speech Tuesday evening and then set out on a bus tour of Iowa.

However, he was to share the highways with Rep. Michele Bachmann, Texas Gov. Rick Perry and former House Speaker Newt Gingrich. All scheduled bus tours to start then, too.

Each is running out of time and looking to derail Rep. Ron Paul, the Texas congressman who seems to have the most sophisticated network of volunteers ready to organize for the caucuses. Paul was to return to Iowa this week to meet with supporters he has kept in touch with since his unsuccessful run in 2008.

Others, too, were ready to turn on their own political machines and put fresh ads on the air.

Gingrich, who last week criticized the negative tone of the campaign, was preparing to directly challenge Romney on the economy, an issue Romney has made central to his campaign. Gingrich's standing in public and private polls has slipped as he faced unrelenting criticism from the candidates and their allies.

Gingrich was expected to use clips from Romney's previous campaigns distancing himself from President Ronald Reagan and pitch his own economic plan as "Reaganomics 2.0." Gingrich also was expected to compare Romney's tax plan with his own.

Romney released a new TV ad in Iowa on Monday that touts him as a conservative businessman and in which he says "it is a moral imperative for America to stop spending more money than we take in."

"It's killing jobs and it's keeping our kids from having the bright prospects they deserve," he says in the spot. "The experience of balancing budgets is desperately needed in Washington and I will take it there."

Santorum, meanwhile, planned to announce support from another wave of Iowa conservatives. He scheduled a pheasant hunting trip in Adel for Monday afternoon. While he trails in polls and has not spent significant money on ads, Santorum is hoping his nonstop courtship of Iowans yields a late surge. He visited all 99 of Iowa's counties during the summer ? an accomplishment Bachmann has feverishly tried to replicate.

Bachmann, a congresswoman from Minnesota, last week darted through small towns, reminding voters that Santorum lost his 2006 re-election bid in a blowout and that Paul's foreign policy views were outside the party's orthodoxy.

Looking to recapture voters' interest, her plan was to return to hand-to-hand campaigning Tuesday and paint herself as the only acceptable conservative in the race.

"You can always count on me to stay true to my word and put America and Americans first," she said in a fundraising email sent Monday. "I am the consistent conservative who will put our nation back on a path towards prosperity and restore our values to government."

Perry, too, was looking to keep up the message that his rivals are insiders unable to change Washington. He planned to resume his tour bus on Tuesday.

Former Utah Gov. Jon Huntsman kept his focus on New Hampshire. Huntsman said early in the campaign that he would not compete in Iowa and instead make his start in New Hampshire, which comes second on the nominating calendar with a Jan. 10 primary.

Rumour has it that Apple Inc. is planning to release the already famous iPad 3 on February 23, to commemorate its deceased founder Steve Jobs on his birthday.

Chinese dailies are buzzing with news that Apple is rushing production of its iPad 3 in the hopes of releasing it on February 23, just in time for Steve Jobs? birthday. Adding fuel to the fire is the fact that alleged iPad 3 home buttons have begun floating around in China town, which means that the final product is being slapped together as you read this.

Citing multiple inside sources, China?s Economic Daily News speculates that the big date has been set and the first shipment amount of the tablet will be 4 million units.

Local assemblers including Hon Hai Precision Industry Co, Cheng Uei Precision Industry Co, Genius Electronic Optical Co and several others will have shorter Spring Festival holidays, estimated at five days, in order to rush the work, the newspaper says.

Just to remind our readers, Apple unveiled the iPad on January 27, 2010 and the iPad2 on March 3, 2011. So perhaps early 2012 seems about the right time to launch the third version of the legendary iPad. Add a dead founder and his birthday, and the date should be correct. Or maybe not. Watch this space.

iPad 3: Some known facts (and rumours)

So you think you know what?s coming in the box labelled 'The legendary but new iPad 3'? Here?s what we know:

Retina display

A ?Retina? display has been predicted for the iPad 3 (it was also rumoured for iPad 2, but never materialized). What?s retina display? Good question. It?s something that the iPhone 4 and 4S sport ? it will double the current iPad?s resolution to 2048-by-1536. Do we really want it? Oh yes, please?

Tap and transfer

NFC, or Near Field Communications, is something that is kind of revolutionizing (well, almost) the ailing Nokia. It?s the technology (akin to Bluetooth) that allows transfer of data on the tap of two (willing and enabled) devices. So me thinks that the iPad 3 bundle could be hiding an NFC chip in its belly, just to hit Nokia under it, for the effect. Apple?s very interested in Near Field Communications, and one delicious gossip sez iPhone 5 (whenever, whatever) will use NFC to take over nearby Macs, enabling you to use your data and settings with a flick of the wrist (a la Rajnikant).

A6 Processor

Apple has debuted new processors with every version of the iPad (basically, two) so far ? and that has led people to believe that it will divorce the current A5 and upgrade to younger and more beautiful (technically speaking) A6. But whether the A6 is a dual-core processor like its previous partner A5, or comes with two additional cylinders (aka quad-core processor), we?ll need to wait and see.

Perhaps it?s a bit late for Apple Inc. to incorporate everything, but if you are?listening, here are some other things on our wish list for the iPad 3:

????????? A Thunderbolt port (borrowed from its cousins, 2011 MacBook Pro and MacBook Air)

UK's Queen visits Prince Philip after heart scare (Reuters)

LONDON (Reuters) ? Queen Elizabeth visited her 90-year-old husband Prince Philip in hospital on Saturday where Britain's longest-serving royal consort was recovering from surgery to ease chest pains he had suffered in the days before Christmas.

Buckingham Palace said the operation to clear a blocked heart artery was a success, but Philip appeared bound to miss much of the royals' Christmas celebrations at their rural Sandringham estate.

Heir-to-the-throne Prince Charles and siblings Prince Edward, Prince Andrew and Princess Anne also visited Papworth hospital near Cambridge to see their recuperating father, who said this year he wanted to wind down some of his royal duties.

"Prince Philip was in good spirits," a spokeswoman for Buckingham Palace said, describing the visits. "He will remain in hospital under observation for a short period."

Philip had been preparing to enjoy Christmas with his family - including grandson Prince William and his new wife Catherine - at Sandringham in east England, with an exchange of gifts on Christmas Eve and a Boxing Day shoot among the highlights.

The Duke of Edinburgh, known for his outspoken and sometimes brusque manner, has had a hectic year of engagements in 2011 including the wedding of William and Catherine, entertaining U.S. President Barack Obama and a trip to Australia.

There will be little chance to rest in 2012 when 85-year-old Elizabeth, whose annual Christmas Day address will focus on the importance of family, celebrates her 60th year on the throne with a tour of England, Scotland, Wales and Northern Ireland.

BLOCKED ARTERY

Philip, who married Elizabeth in 1947, was taken to Papworth, one of Britain's main heart and chest centers, about 60 miles away near Cambridge, late on Friday.

"The Duke of Edinburgh was found to have a blocked coronary artery which caused his chest pains," the palace said. "This was treated successfully by the minimally invasive procedure of coronary stenting."

The minor operation involves using a catheter to insert small tube into the artery to clear any blockages.

Philip had attended a lunch for staff a week ago and had been on "very good form," the BBC said.

"He has had these chest pains before and I don't think it's anything untoward, but given his age they are being safe rather than sorry," former royal press spokesman Dickie Arbiter said.

Despite his age, Philip has been in generally robust health this year, ploughing through a busy array of charity work and social engagements.

A pivotal figure in the House of Windsor, he has a reputation as a fiercely loyal consort who prefers outdoor pursuits to introspection.

However, in a BBC interview to mark his 90th birthday in June he said he was hoping for a quieter life in older age.

"I reckon I've done my bit," he said. "I want to enjoy myself a bit now with less responsibility, less frantic rushing about, less preparation, less trying to think of something to say."

Britain's tabloid newspapers have delighted over the years in recounting his many public gaffes.

He once told British students in China: "If you stay here much longer, you'll be slitty-eyed."

Born on the Greek island of Corfu in 1921, Philip served in Britain's Royal Navy before marrying Elizabeth. They have four children, including the heir to the throne, Charles.

GOP: Gingrich, Perry fail to qualify for Va. primary

Former House Speaker Newt Gingrich and Texas Gov. Rick Perry have failed to qualify for Virginia's March 6 Republican primary.

The Republican Party of Virginia announced late Friday and early Saturday that Gingrich and Perry fell short of the 10,000 signatures of registered voters required for a candidate's name to be on the ballot.

Former Massachusetts Gov. Mitt Romney and Texas Rep. Ron Paul met the threshold and will be on the ballot.

Failure to compete in Virginia, which is among the "Super Tuesday" primaries, would deal a huge blow to any contender who had not locked up the nomination by then.

State GOP spokesman Garren Shipley said volunteers spent Friday validating petitions that the four candidates submitted by the Thursday 5 p.m. deadline to the State Board of Elections.

"After verification, RPV has determined that Newt Gingrich did not submit required 10k signatures and has not qualified for the VA primary," the Republican Party of Virginia announced early Saturday via Twitter.

Shipley was unavailable for comment on the announcement.

Gingrich's campaign attacked Virginia's primary system on Saturday, saying that "only a failed system" would disqualify Gingrich and other candidates and vowing to run a write-in campaign.

"Voters deserve the right to vote for any top contender, especially leading candidates," Gingrich campaign director Michael Krull said in a statement. "We will work with the Republican Party of Virginia to pursue an aggressive write-in campaign to make sure that all the voters of Virginia are able to vote for the candidate of their choice."

However, according to state law, "No write-in shall be permitted on ballots in primary elections."

The 10,000 registered voters had to include 400 signatures from each of Virginia's 11 congressional districts.

The development is a major setback for Gingrich, who has tried to use his recent upsurge in popularity to make up for a late organizing start.

A Quinnipiac poll of Virginia Republicans released earlier in the week suggested that Gingrich had a slight lead over Romney.

Gingrich said Wednesday he had enough ballot signatures, but he wanted to come to Virginia to deliver them personally. Taking no chances, his volunteers asked everyone to sign petitions before entering Gingrich's rally Wednesday night in Arlington, just across the Potomac River from Washington.

Gingrich represented Georgia in Congress for two decades, but has lived in McLean, Va., an upscale Washington suburb, while he's worked in the private sector.

Gingrich's early-December rise in several polls gave him renewed hopes of carrying his campaign deep into the primary season.

In a statement, Perry's campaign described the signature shortfall in Virginia as a "isolated situation."

"We will closely review the facts and law to determine whether an appeal or challenge is warranted," the statement added. "Governor Perry has the utmost respect for the strong place Virginia holds in our nation's economic and military strength and in American history. He will continue to work hard to build strong support in Virginia and earn the trust of conservative-minded voters there."

It was unclear if Minnesota Rep. Michele Bachmann, former Pennsylvania Sen. Rick Santorum or former Utah Gov. Jon Huntsman submitted petitions to the state board.

Meanwhile, Virginia's Democrats said President Barack Obama's re-election campaign gathered enough signatures to get him on the state's primary ballot.

As he is the only candidate who qualified, the state's Board of Elections will likely cancel the scheduled primary election.

MPs on the International Development Committee at Westminster have said Malawi ? Scotland?s twin country in Africa ? ?has entered a political and economic crisis?. They have begun an inquiry into Britain?s future role in the country.

All official aid to Malawi was suspended following the killing of 20 anti-government demonstrators in July and concerns over human rights, corruption and the effectiveness of the foreign aid programme. Other countries and agencies have followed the British lead ? Germany, Norway, the European Union, the World Bank and the African Development Bank. The International Monetary Fund has warned Malawi it must allow its currency, the kwacha, to devalue.

Britain gives Malawi around ?90m a year in overseas aid. Much of it is spent on subsidising fertilisers for maize, the country?s staple food crop. Nearly 90 per cent of Malawi?s 13 million population live on less than ?1.50 a day.

The Scotland Malawi Partnership, set up by Jack McConnell when he was first minister, has tried to stay neutral in the dispute. It says its twinning arrangement for schools, colleges and hospitals is independent of governments and is a people-to-people development programme. The Scottish government?s ?3m aid programme for Malawi is also unaffected so far.

In Malawi itself, there is growing opposition to President Bingu Mutharika. There were large demonstrations in several towns in July in protest again rising food and fuel prices and corruption. Some of the protests were brutally put down by the police. Earlier this month, 60 MPs in the president?s own ruling party, the Democratic Progressive Party (DPP) complained they were not being consulted.

Mutharika, who is now 78 and in his final term as president, is seeking to hand over to his younger brother Peter, who is also the foreign minister. He has already been named as the DPP?s candidate for the next presidential elections in 2014. There are continual stories in the newspapers that the Mutharikas are favouring their own tribe in the south and that funds provided by the Chinese government ? for a new university, for example ? are being channelled by the brothers into their own region.

Human rights campaigners have also objected to a new judicial code which will, they say, allow ministers to suppress information ?that is not in the public interest?. They have also called for a repeal of the law against homosexuality. Last year, two gay men were sentenced to 14 years in jail for staging an engagement ceremony. They were later pardoned and the law, and the new judicial code, are being reviewed by the Malawi Law Commission.

Malawi is also in trouble with the International Criminal Court for failing to arrest the wanted president of Sudan, Omar al-Bashir. He attended a conference of African leaders in Malawi in October.

The MPs at Westminster say their inquiry will consider how Britain can help improve economic growth and job creation in Malawi and how the country can be helped to get back on target for achieving its Millennium Goals on poverty, education and health. They also want to consider what conditions Britain should place on its aid to Malawi in the future, particularly on issues such as freedom of expression and access to justice. They have asked for written submissions by 20 February 2012.

Under The Hood: A Look At The New/Old Oil Services ETF

Something old can indeed become something new and investors have seen that this week as six old HOLDRs ETFs became part of the Market Vectors ETF family. One of those six funds that made the jump from HOLDRs to Market Vectors is the Market Vectors Oil Services ETF (NYSE: OIH), one the biggest and most liquid of the six to make the switch.

OIH retains its old HOLDRs ticker, but the ETF with a 0.35% expense ratio has some new changes that could make the ETF an even more viable option for investors looking for exposure to the volatile, but often profitable oil services sector.

A frequent criticism of the old OIH was its large allocations to just two or three with stocks with one of those names being Transocean (NYSE: RIG), the world's largest provider of offshore drilling services. The big weight to Transocean was a factor we argued made the old OIH vulnerable in certain instances.

Well, the new OIH has slashed the Transocean exposure to 4.6%. However, the issue of excessive allocations to one stock hasn't been altered in the new OIH. This time around, the ETF has a weight of 19% to Schlumberger (NYSE: SLB), the world's largest provider of oilfield services.

Halliburton (NYSE: HAL) checks in at 9.8% while National Oilwell Varco (NYSE: NOV) is just over 9%. Baker Hughest (NYSE: BHI) and FMC Technologies round out the top-five holdings. Overall, the new OIH's top-10 holdings account for about 72% of the ETF's weight. For real time trading ideas go here.

This is what we'd do: Take 10% off Schlumberger's allocation and 1% each off Halliburton and National Oilwell Varco and re-distribute that 12% over the following constituents: Transocean, Core Labs (NYSE: CLB), Cameron International (NYSE: CAM), Seadrill (NYSE: SDRL), Noble (NYSE: NE), Helmerich & Payne (NYSE: HP), Diamond Offshore (NYSE: DO) and Ensco (NYSE: ESV).

Oh well. We're never consulted in the composition of ETFs by their issuers. Clearly, the idea with Van Eck converting OIH and five other HOLDRs to Market Vectors ETFs is to bolster its assets under management and make the funds more appealing to a broader swath of investors.

Time will tell if the OIH is successful in doing that, but after a couple of days, it's fair to say the new OIH is at least more attractive than the old one.

>> reporter: good morning, ann. this is the fifth week of hearings. the judge has heard a litany of questionable tabloid tactics, including illegal phone hacking, as well as rummaging through celebrities' garbage and high-speed paparazzi chases. it's been an opportunity to hold reporters and their bosses to account. piers morgan 's feet being held to the fire. before taking over for cnn 's larry king or judging contestants on "america's got talent," piers morgan was a newspaper man, an editor of two of london's biggest tabloids "the daily mirror " and rupert murdoch 's nowty funk "news of the world".

>> i would say they're aware of 5% of what journalists are up to.

>> reporter: morgan testified via a video link from los angeles . he denied any knowledge of illegal phone hacking.

>> have you listened to recordings of what you knew to be illegally obtained voice mail messages?

>> i do not believe so, no.

>> well, you either did or you didn't. it isn't a question of belief.

>> reporter: today a former business reporter for "the daily mirror " who went to jail for insider trading says hacking regularly took place while morgan was editor.

>> i would say that it was very unlikely that he didn't know that it was going on, because as i've said, he was -- there wasn't very much he didn't know about.

>> reporter: during his testimony, morgan was repeatedly asked how he heard a phone message paul mccartney left for his then wife heather mills as their marriage was falling apart.

>> well, i can't discuss where i was played that tape or who played it, because to do so would be to compromise a source.

>> reporter: there were moments when the cnn anchor acknowledged he was aware of some unsavory if not illegal tactics. elton john 's bank statements were rum annualmaged from the trash by a reporter.

>> did i think it was illegal, no. did i think it was on the cusp of unethical, yes.

>> reporter: and there was the photo of princess diana made to look as if she was kissing doty fayad in 1997 . the man who made his start in newspapers defended them and criticized the judge and his hearings.

>> i think there has to be a better balance here, because a lot of very good things the newspapers were doing in those periods, and continue to do, are not being highlighted at all.

>> reporter: these hearings and ongoing criminal investigation are not about the good that newspapers do. it's about reining in an industry a lot of people feel has been operating above the law . ann?
